In 2003 the United States won the Iraq war in roughly two weeks. The plan to repeat that script in Iran has now collapsed. The reason is older than any policy document: terrain.

You can swim the Strait of Hormuz. It is 33 kilometers across. It carries roughly 20% of the world's energy. The Gulf Cooperation Council — Qatar, Saudi Arabia, UAE, Oman, Kuwait — exports through it and imports 80–90% of its food back through it. Iran sits on the other side of the same water and has now begun collecting transit tolls (Jiang's figure: $2 million per ship). Tehran did not need to attack a single tanker. It only needed to threaten one. Maritime insurers refused coverage. The Strait closed itself.

Iran is a theocracy with a secular state apparatus stapled to it. The clerics ("mullahs") run morality and foreign policy. The state runs day-to-day bureaucracy. There are two militaries: the regular army and the IRGC, loyal only to the clerics. Ceasefire negotiations are theater. The political leadership wants a deal. The IRGC sees a religious crusade against the Great Satan, and will not surrender on anyone else's behalf.

Rather than one command structure American satellites can map and decapitate, Iran fields 31 provincial command nodes, each with localized authority and the standing order to fight to the end. Jiang's claim is that Trump is not improvising. The doctrine has been published. Anyone can download it. Four points. Read together, they explain every move the administration has made — the trade wars, the tariffs, the Greenland speech, the Venezuela operation, the Pentagon talking to Detroit.

The named targets across one year — Greenland, Canada, Mexico, Venezuela, Cuba, Colombia, Nicaragua, Honduras — are not random. Jiang calls it the Donroe Doctrine, Trump's corollary to Monroe.

The United States does not want to destroy China. It wants to constrain it. The Strait of Malacca carries most of China's trade; the First Island Chain (South Korea, Japan, Taiwan, the Philippines, Malaysia) blocks China from the Pacific. Park naval carriers in Malacca, charge a toll, and 90% of Chinese energy imports become American leverage.

Profit margins on Pentagon munitions dwarf consumer cars. The Iran war is convenient — long enough to justify a defense industrial reset that Wall Street couldn't sell on its own.

Why Russia Has No Choice but to Enter

If America's plan executes uncontested, Iran falls. If Iran falls, every piece of the Russian and Chinese strategy crumbles with it. Russia does not enter the war out of solidarity. Russia enters because the alternative is being encircled from the south.

Putin already received Iranian foreign minister Araghchi in Moscow with the line "the Russian people admire your determination." Putin has, in Jiang's phrase, entered the chat.

Bartlett opens a sealed box. One card at a time, Jiang reveals what he expects between now and roughly 2030. Some are bureaucratic (a draft notice in the mail). Some are constitutional (a third Trump term). One is civilizational (the empire's collapse).

The 22nd Amendment forbids being elected a third time, not succeeding to the office. The legal community calls this fringe — but the Supreme Court is 6-3 conservative, with three Trump appointees, and a fourth seat possible this year. Path B: by 2028, the country is at war, the draft is in force, and the president invokes emergency war powers to delay the election — the Zelensky precedent. Jiang puts the probability Trump tries one of the two very high.

A US-China grand bargain

Most analysts expect a US-China war over Taiwan. Jiang expects a deal. China does not want to inherit the empire — empire is what bankrupts you. China wants to triangulate, exactly the role it played during the Cold War as the "non-aligned" leg between the US and the Soviets. Xi and Trump are scheduled to meet three or four times this year alone. China keeps buying treasuries; America opens Western Hemisphere energy and market access. China sits out World War 3 in any meaningful sense.
